The misogynist in chief is attacking women's rights from every direction. He has appointed anti-abortion extremists to positions across his poisonous administration. Now these foot soldiers in the Republican Party's war on women are using their authority to try to control women's bodies and restrict their access to health care.

One of the worst of these appointees is anti-abortion activist Scott Lloyd, who runs the Office of Refugee Resettlement (ORR) at the Department of Health and Human Services (HHS). ORR should be an agency that helps vulnerable refugees find safety in the United States. But Lloyd is using his platform to undo decades of precedent when it comes to how we treat refugees, undermine teens' constitutional rights and block their access to abortions.

Lloyd has a long history as an anti-abortion, anti-woman extremist. As a lawyer at HHS during the George W. Bush administration, he helped write a "conscience" rule that would have let medical providers use moral objections as an excuse to refuse to provide contraception, abortions or other care.¹ In an essay he reportedly wrote for a right-wing website at around the same time, he claimed that "contraceptives are the cause of abortion."² In 2009, he suggested in the National Catholic Register that "the American people make a deal with women: So long as you are using the condom, pill or patch I am providing with my [tax] money, you are going to promise not to have an abortion if the contraception fails, which it often does."³

More recently, Lloyd has been using his position at HHS to intervene directly into the lives of undocumented minors in his care. He has visited pregnant minors in ORR custody to personally persuade them to carry unwanted pregnancies.⁴ Last fall, he was the driving force behind the administration's attempt to prevent an undocumented 17-year-old girl in Texas from getting an abortion.⁵ Emails from his office show that ORR tried to intervene to stop a medication abortion that was already in process, require anti-abortion counseling as a condition before teens were released from ORR custody and encourage a shelter to block a teen's abortion even though she had judicial approval to obtain one.⁶ Now Lloyd is threatening to reveal another undocumented teen's abortion to relatives who threatened to beat her if she got one.⁷

Scott Lloyd is politicizing an office meant to help refugees settle in our country. He is abusing his power to try to control teen girls' bodies and lives. Our allies are fighting hard in the courts to defend the rights of every undocumented minor against Lloyd's extremism.
